REOPENING/SAFETY PLAN FOR THE MAMARONECK PUBLIC LIBRARY DISTRICT

The Mamaroneck Public Library District (‘Library’) recently reopened for limited public service after a three-month closure due to COVID-19.  To ensure that the Library is employing best practices and exercising prudent judgment during this ongoing pandemic, the Library has drafted this workplace safety plan and made policy changes to prepare the building for public service and to protect all who work in and use the Library.  This plan was created in conjunction with New York State’s Executive Orders and operating guidance.  Due to the unfolding nature of this public health crisis, this document is subject to change so that it may always reflect current requirements.

Part l: Risk Assessment

There are several potential risks at the Library:

  • transmission of the virus from staff to staff
  • transmission from staff to patrons and vice versa
  • transmission from books and other commonly-touched surfaces (e.g., copy machines)

Potential transmission sites include these locations:

  • public service desks (e.g., Circulation, Reference)
  • program and study rooms
  • computer terminals
  • book stacks
  • doors at Library entrance
  • toys and other manipulative items (e.g., blocks, puzzles) in Children’s Room
  • reading tables and soft seating areas
  • staff areas including break rooms and offices
  • restrooms
  • book drop enclosure
  • elevator, stairwell railings
  • book sale room

Part ll: Risk Mitigation

  1. Social Distancing
  • staff workstations will be a minimum of 6 feet apart, greater where practicable
  • meal periods and breaks will be staggered to reduce crowding
  • staff will be permitted and encouraged to wash hands frequently
  • public seating will be spaced at least 6 feet apart
  • computer terminals will either be spaced 6 feet apart or partially enclosed
  • floors in front of service desks will be marked in 6-foot intervals
  • program rooms will be closed and all live programs will be cancelled
  • elevator occupancy for unrelated patrons will be limited to one; signage will encourage patrons to use stairs
  • the study rooms and technology room will be closed to the public
  • building capacity will be monitored; capacity and/or length of visit may be limited at times if necessary to maintain distancing

 

  1. Cleaning and Disinfecting
  • hand sanitizer (minimum 60% alcohol) for the staff will be available at service desks and work rooms
  • hand sanitizer (minimum 60% alcohol) stations will be available in public areas
  • disinfecting wipes will be available where appropriate
  • proper disinfecting soap will be provided for handwashing at all sinks
  • an electrostatic sanitizing machine will be purchased and used regularly
  • regular cleaning and disinfecting will be done at least daily, and as needed
  • doors will be propped open as much as possible during summer weather; entrance and exit doors will be designated to minimize passing contact among patrons
  • books returning from circulation or delivered from other libraries will be either quarantined for three days and/or wiped with disinfecting wipes
  • other delivered items (e.g., UPS, FedEx, USPS) will be quarantined
  • the buildings supervisor will maintain a cleaning log
  • management will review options for increasing custodial hours and/or cleaner hours

 

  1. Engineering Controls
  • sneeze guards will be ordered for all service desks
  • staff will promote the use of patron self-check machines
  • building staff will confirm HVAC system is functioning properly and filters will be replaced regularly

 

  1. Personal Protective Equipment
  • staff will be issued disposable face masks or face coverings by the Library and will be permitted to wear their own masks if they choose
  • staff must wear a proper-fitting face mask or face covering at all times when having direct interaction with the public
  • staff must wear a proper-fitting face mask or face covering when social-distancing – at least 6 feet – cannot be maintained within the Library in any location or with any person (staff or public)
  • staff must wear a proper-fitting face mask or face covering in all public spaces and shared work spaces
  • disposable gloves will be provided to staff
  • patrons shall wear a proper-fitting face mask or face covering at all times while inside the Library or on the patio
  • contractors or other service personnel shall wear a proper-fitting face mask or face covering at all times while inside the library

 

  1. Miscellaneous
  • current Library policies will be reviewed and amended if necessary
  • reduced staffing levels will be maintained in accordance with Executive Orders
  • Children’s Room will pack up all manipulative items
  • current magazines and newspapers will be kept behind the desk
  • counters will be kept clear of flyers & other giveaways to allow for cleaning

Part lll:  Employee Health Screening , Hygiene, and Education

  • information and signage will be posted in staff areas regarding proper hygiene and COVID-19 symptoms (both in-house and commercially-produced posters)
  • Staff will be questioned/screened at the start of their shift each day to ascertain if they have symptoms consistent with COVID-19 in the past 14 days; or have had a positive COVID-19 test in the past 14 days; or whether they have been in close contact with a confirmed or suspected case of COVID-19 in the past 14 days; and whether they have travelled to an area that is on the current NYS Quarantine list. . Staff will be sent home as necessary.
  • staff will be directed to report to the Director a positive test for COVID-19 (including a positive test in their household) so that appropriate quarantining and tracing steps may be taken
  • at the discretion of the Director, a staff member evidencing symptoms consistent with COVID-19 during the work day will be sent home
  • the Director will be the designated contact person for communicating information to state and local health agencies
  • no personal items (e.g., coffee cups, groceries, packages from home) may be stored in the break room or in close proximity to other staff members in shared offices
  • service desks and office desks must be cleared (including under-desk spaces) at the end of each day to facilitate cleaning.
